    Several times this year, the Senate has been in an uproar regarding
votes for school prayer. We called this tidbit from the records of the
February debates over a school prayer amendment to the Goals 2000
Education Act:

    "Since I came to the Senate, I guess I have noted on prayer in
school at least forty times. Everyonce knows that these amendments are
about. They are designed for political embarrassment to everybody who
votes 'no,' so that the next time their opponents can say, 'he voted
against voluntary prayer in school.'"

  Subj : School Prayer and the Education Bill                                 

    One of the delays in Congress' reauthorization of the Elementary and
Secondary Education Act, which is a $13 billion education bill, is --
that's right -- school prayer.  A provision in the bill cuts off federal
education funds to states or school districts if a federal court finds
that a court order allowing constitutionally protected school prayer is
"willfully violated."

    The problem? The language isn't strong enough for many congressmen,
who want broader language to "protect" school prayer.
