Theodore W. Rybka, Ph.D., Univ. of Oklahoma, part-time physics prof.
at ICR, also works for General Dynamics (San Diego).  [Info from
McIver's _Anti-Evolution_.]

Rybka is the author of the April 1982 ICR _Impact_ (No. 106),
"Consequences of Time Dependent Nuclear Decay Indices on Half
Lives," in which he argues that the nuclear decay parameter,
lambda, is not a constant.  The evidence he cites is a _CRSQ_ article
by Don DeYoung, which "has listed variations of up to 5%,"
"Dudley's hypothesis" that "neutrinos from the neutrino sea ... trigger
radioactive decay," radiohalos, and the possibility that the speed of
light was faster in the past (he doesn't cite Setterfield).
