SHAKOPEE, Minn. (AP) -- The owner of a 10-acre property near Canterbury
Downs says he'll give the land to the Hare Krishna religious sect to develop as
a small religious community unless he finds a buyer for it.
   Cecil Behringer of Edina said City Hall has stymied or rejected other plans
he has proposed for the plot in the Twin Cities suburb. He claims obstacles to
his proposals have cost him hundreds of thousands of dollars in real estate
taxes and in construction and development efforts.
   "I'm doing it to get even," said Behringer of his plan to donate the land to
the Hare Krishnas.
   Behringer says the city is "more interested in gambling and booze than
sports."
   That, he said, is why he thinks "we need a little religion there."
