McFarland Begins as New Director of Public Policy


On January 30, 1995, S. Jefferson McFarland III, JD, joined APA as the new Director of Public Policy. McFarland replaces Brian Wilcox, PhD, who left the Public Policy Office for the University of Nebraska at Lincoln following the 1994 Annual Convention.

For 19 years, McFarland served in various capacities as a staff member of the Committee on Education and Labor of the U.S. House of Representatives, where he gained legislative experience in such diverse areas as labor, education, human services, American Indian affairs, crime, and the congressional budget.

During his last 2 years on Capitol Hill, McFarland served as Legislative Counsel of the House Subcommittee on Elementary, Secondary, and Vocational Education. He worked extensively on the Goals 2000: Educate America Act and the Improving America's Schools Act of 1994.
