Rationale for raid comes under fire
       Houston City Councilman John Goodner chastised federal officials 
for not being able to explain what laws the Branch Davidian sect had 
violated.
       "I find that answer totally unacceptable," Goodner said during
a council meeting Tuesday.  "You have a lot of freedoms in this country.
One of them is the freedom to be absolutely nutty if you want to be."
       Goodner, who admitted that he knew nothing more of the situation
than he has learned from news reports, said he was saddened to learn of 
the deaths.
       "It's probably second-guessing, but all the articles, all the
news reports that I have read have indicated that the whole thing was
handled very badly," he said.
